Citroen C6 converting ordenary bulbs to LED bulbs. (issue with flashing)

 Hello, i want to convert the old bulbs with LED one, but when i fit them for example to the number plate lights with the same LED bulbs, when the car is not running the bubls flashes constantly.
When the car is running, there is no problem.

I have also bought a "CanBus" LED bulbs but they are the same as well.

Anybody knows what is causing the issues? Or can it be fixed?
