 Delays are probably also linked to HDD problems. Another attempt with installing the 8.31 operating system from start might clean up disk. (But you might prepare for new disk.....). I did this for several years. HDD failure and black screen when I was driving over the mountains in Norway and reinstalling. Finally, it stopped completely, but then I had a spare HDD that was installed by the garage.
