The deflector stays up.

 The previous owner had removed the deflector fuse. I put it back and the deflector went up and stayed in first position. Moved nicely and the mechanics seem to be fine. I tried this trick with the ignition key and the wiper switch but nothing changed, same as driving at different speeds. There are no error messages on dashboard. Any ideas?
